The course is designed to provide information on Vessel General Permit which is required by U.S Environmental Protection Agency to vessels navigating in U.S waters. Relevant topics such as permit coverage, effluent limits and related requirements, corrective actions in case of non-compliance, and other requirement like inspections, monitoring, reporting, and recordkeeping are to be studied in this one-day course. Various instructional techniques would be employed to ensure learning among participants.
Upon the completion of the course participants would become aware that any discharges incidental to normal operation of the vessel should be in accordance with the requirements of the permit. Such awareness prevents any undue action on their part that would violate the Clean Water Act. To ensure compliance with the requirement of the VGP, course participants should, at the end of the course, be able to:
  • explain the purpose of the Vessel General Permit (VGP)
  • name the issuing authority
  • name the government program to which the VGP is a part
  • remember important dates / deadlines
  • differentiate waters covered by the permit
  • describe vessels eligible for coverage
  • explain how a fleet of vessel could be covered
  • describe discharge types eligible for coverage
  • enumerate references to which the requirements in the permit were based
  • describe illegal acts under the Clean Water Act; and corresponding penalties
  • explain non-compliance
  • understand the importance of taking prompt corrective actions in case of violation
  • enumerate situations during which the coverage under the VGP is terminated
  • explain the general prohibitions in handling discharges
  • describe control measures that must be undertaken, to meet effluent limits, if water draining from storage areas comes in contact with oily waters
